Navigant supports USAID and Lao PDR in developing a solar energy policy roadmap

Navigant supports the Southeast Asian state of Lao PDR in developing a policy roadmap for solar energy deployment. Fabian Wigand and Ana Amazo, energy policy experts at Ecofys, a Navigant company, presented on the role of auctions in procuring electricity from solar PV at a workshop organised by USAID Clean Power Asia in Vientiane. The workshop gathered technical experts from the Lao Ministry of Energy and Mines and representatives from the Asian Development Bank.
The Navigant team provided an overview of the auction process and key design elements, as well as the experiences with solar PV auctions in developing countries. The energy experts also moderated a discussion on auction policy goals, and presented preliminary findings of the market and regulatory analysis of the solar PV sector in Lao PDR. The outcomes of the workshop will inform the design of a pilot auction for solar PV planned to be implemented in 2018. 
The workshop was the first of three workshops planned. In two multi-stakeholder workshops next year, Navigant will assess the proposed design of the pilot auction, as well as initial results. 
Navigant?s global Energy Practice is a leading consultancy in designing, evaluating and participating in renewable energy auctions. The team has supported the German Ministry for Economic Affairs and Energy, the Danish Energy Agency, the government of Luxembourg, the Nordic Council as well as the GIZ on behalf of developing countries in the design and evaluation of auction schemes for onshore and offshore wind, PV, and bioenergy. Through hands-on experience in technical assistance on renewable energy auction design and monitoring results, the experts also supported private sector clients in their bidding strategy.
