Ecofys presents results of European renewable auctions at AURES Final Conference

Dr. Corinna Klessmann, energy policy expert at Ecofys, a Navigant company, presented results of recent renewable energy auctions in Europe at the final AURES conference in Brussels. Over the past three years, AURES, an EU Horizon 2020 project, has promoted the effective use and efficient implementation of auctions for renewable energy support across Europe.
Dr. Klessmann provided an overview of auction results for solar PV, onshore and offshore wind, as well as the key factors driving them. One of the main findings shows that technology-neutral auctions in the Netherlands have led to significantly higher prices for wind onshore than the technology-specific auctions in Italy and Germany. This sheds a new light on the discussion on technology-neutral support schemes in Europe. Another lesson learned regards the comparability of international auction outcomes. While auction results from different countries have lately dominated the news, focussing on the price alone risks comparing apples to oranges. Differences in the support framework (e.g. market premium and connection responsibility) and auction design (e.g. penalties and delivery periods) have to be taken into account when comparing prices.
Within the framework of the AURES project, Ecofys, a Navigant company, led the evaluation of international experiences with auctions in Europe and worldwide. The experts also advised policy makers on options for auction design, supported the analytical framework for design elements, and assessed their impacts on auction results. Next to Ecofys, the project consortium consisted of the Technical University of Denmark (DTU), Fraunhofer ISI, TU Wien, The University of Exeter, Takon, The Spanish National Research Council, and CONCITO.
